The reason vimeo is now allowing HD is due to them embracing the new capabilities of the new flash player, allowing h.264 videos to be played in their native codec (i.e .mp4). 

I have not played with flash cs4 yet but in cs3 its a bit hacky to do it, but it's doable. 
Hot on their heels youtube now allow higher resolution .mp4s to be served up (though not in HD) I have a blog post on how to get the higher quality videos served up on youtube here:

Most PRs don't even bother with blogs and by their very nature are hard to map. They are not registered (in the main) on media disks etc. 

We have (I think) now got a very comprehensive list of all shades of opinion.

I see where you are coming from with the Andrew GIlligan and he was very bitter to his arch rival Alistair Campbell and here in lies the point. 

As a PR you can only hide the truth for so long and telling our right lies will catch up with you at the end of the day (as it did for Alistair in the end).
